Welcome to Bath Arts Collective, a community interest company that drives, develops and contributes to a collaborative, vibrant and varied arts & events scene in Bath and surrounding areas.

BAC has been founded by three highly experienced arts professionals, Kate Hall, Kate Abbey and Jasmine Barker, who between them have an award-winning track record of creating, producing and marketing over 2,500 events across books, music and film festivals.

We offer a rolling programme of curated events specifically around books, film, art and music; provide consultancy services on events programming, production and marketing; and work with performers on their ‘festival footprint’ - finding ways for them to give back to the city and surrounding areas.

Alongside creating events, we want to bring together arts organisations and venues across the city by creating a network that meets regularly to support each other and collaborate.

Kate Hall is a festival producer and cultural leader known for her calm, collaborative approach and for creating teams and environments where artists and colleagues feel genuinely supported. She is Director of Bath Arts Collective and Producer of Curious Minds Festival, helping to shape strategic vision, partnerships and year-round cultural activity.

Kate is also Producer of the Ryedale Festival in North Yorkshire, overseeing delivery across one of the UK’s most distinctive classical music festivals and working closely with artists, partners and communities to create exceptional experiences for audiences.

Her recent international work includes producing live-television projects for Mechanical Mouse in New Delhi and Paris. Before joining Ryedale, she spent six years as Production Manager for the Lammermuir Festival, playing a key role in its live, digital and hybrid festival models.

Kate previously worked extensively in broadcast television for the BBC and ITV, including major titles such as Ant & Dec’s Saturday Night Takeaway, Top of the Pops and The Royal Variety Show. This grounding in fast-paced creative environments continues to shape her approach to leadership, communication and delivery.

She is committed to building open, welcoming festivals that support artists, grow diverse audiences and foster a culture of trust, generosity and enjoyment in the work

Kate is Director of Bath Arts Collective, Artistic Director for Curious Minds: a festival to ignite ideas, Artistic Director of Budleigh Salterton Literary Festival, and a trustee of the Bath City Football Club Charity Foundation. She began her festival career as a volunteer with Bath Festivals, where she quickly discovered a passion for programming. From 2017–2023 she rose to become Head of Programming and Creative Content, leading the artistic direction and cultural partnerships for The Bath Festival, Party in the City, and the Bath Children’s Literature Festival.

Her work is rooted in building strong, purposeful festivals - platforming emerging, local and underrepresented talent while bringing established and international names into dynamic conversation. She is committed to long-term strategic models for cultural organisations and embraces creative risk as a catalyst for innovation, audience development and sector growth.

Jasmine Barker is an arts marketeer, audience development specialist, creative producer and festival director whose work spans festivals, heritage sites and city-wide cultural initiatives. She is known for combining creative ambition with data-led insight to create experiences and strategies that grow audiences, strengthen cultural ecosystems and amplify diverse voices.

Jasmine is Co-Director of Bath Arts Collective and Festival Director of FilmBath. She has delivered marketing and audience strategy for thousands of events across book, film, music and multi-arts festivals, shaping projects including Bath Film Festival, BRLSI’s Brilliant Discovery Weekend, Curious Minds: a festival to ignite ideas, the IMDb Awards, Queer Bath, Movie at the Museum, The Bath Festival, Summer Lates at the Roman Baths and collaborative programmes with cultural partners across the South West.

Her earlier experience includes roles with Bath Box Office and, most significantly, serving as Head of Marketing and Communications at Bath Festivals, where she expanded the organisation’s digital reach, audience insight, brand strategy and event impact. She now leads major collaborative initiatives such as Culture Key, a data-driven platform transforming how Bath understands cultural engagement, and has developed long-term partnerships with museums, universities, councils, festivals and grassroots organisations.

Jasmine’s work is rooted in understanding audience behaviour and creating opportunities for people to engage with culture in ways that feel welcoming, meaningful and memorable. She is particularly passionate about collaboration, building creative partnerships and using insight to shape events and experiences that genuinely resonate.
